Charles To, a Partner of ELLALAN heads up the firm’s commercial and corporate practice with a particular focus on laws related to technology, intellectual property, entertainment, blockchain and data privacy. Charles regularly advise startups and multinationals in their legal and business needs.

Previously serving as Senior Legal Counsel for Tencent and FOX Networks, Charles was responsible for advising on the businesses’ international commercialization of its services and platforms, covering music, video OTT, mobile games, advertising, social media, and cloud technology.

Charles also holds a Bachelor’s degree in Electrical Engineering and a Master’s degree in Business Administration from Kellogg School of Management. With both a technical and business background, Charles is often praised for being able to understand complex business models, identify potential legal pitfalls and provide timely and practical advice.

As part of Charles’ commitment to give back to society, Charles serves as a committee member of the Law Society’s InnoTech Committee and Employment Law Committee, and also serves as Honorary Legal Advisor to the Hong Kong Baseball Association and Leung Sing Tak Primary School.Charles is also a Civil Celebrant of Marriages.
